For the present time we will treat the east end of East Liverpool as one neighborhood. The reason is there aren't a lot of pictures of various sections of the east end. If and when more pictures become available hopefully at that time we can break the east end down into its various sections/neighborhoods.
The Homer Laughlin picture: The island in the river was called Line Island. It no longer exists in the Ohio River. To place the picture in terms of now, Patterson Foundry (middle right of the picture) is where WTI would be today. Just to the left of Patterson Foundry you can see and follow the railroad through the picture. You can see where Virginia Ave runs towards the railroad and onto St George St. where it ends. A little more to the bottom of the picture you can see a small piece of Mulberry St. Towards the upper portion of the picture you can see where the land juts out into the river, that should be the Klondyke area of East End. American Vitrified Products Company was later located along Virginia Ave where the plant appears in the picture. They manufactured sewer pipe products; the location is now part of the D W Dickey operation.
